Backtagging: My whole RP game is backtagging. I will be more than happy to backtag. 
Reviving old logs: Just let me know if you want to bring something back. What if it's been four years? Five? Please, revive it.
Dropping tags: Dropping tags is fine. Handwaving CR to get a thread along is also acceptable. RP is for fun.
Fourthwalling: He already gets enough "Were your parents hippies?" comments...

Hugging this character: France is a very affectionate wine mom. He will hug you if you want it or not, so it'd be wrong to not have that notion extended.
Kissing this character: Yes. Kiss him. It'll probably make his day.
Flirting with this character: Flirting is just how he interacts with others whether or not he's interested. It'd be a shame to not flirt with him if your character has the notion. Does it mean anything will happen? Who knows?
Romance/relationships: He's the nation of love. Feel free to plot something up with me.
Fighting with this character: This is me going 'yes', especially if swords and vitreol are involved.
Injuring this character (include limits and severity): Talk to me first. Most likely I'll be fine with some degree of injury to Francis. Even severe/gore/etc.
Killing this character: Please talk with me first. Darker plots involving character death are great, when plotted out. 
Using telepathy/mind reading abilities on this character: If you want inside his head, I'm sure that'd be interesting.
